    The Nexus Map for Cert Delivery visually displays the status of nexus across different states, helping organizations quickly identify which states require action when managing exemption certificates.

    • Red: States highlighted in red, like Texas, indicate that additional attention is needed. This indicator has been triggered by and external integration that indicates that there are employees in that jurisdiction, or that the transaction volumes processed have exceeded the allowable limits to not register. Until the state is colored purple or green, you will not be able to generate exemptions for those states.

    Users who want to create personal certs (not certs on behalf of an organization) can do so by adding phone numbers, addresses, tax ID numbers, and the reason for their entitlements. To add details to your profile, use the horizontal navigation bar to select the items you want to add, press the + Add button on the top right. enter the information and press the + Add button at the bottom. The new item will appear on the tab.

    What is an Organization?

    Organizations are any group of individuals that are connected through a legal entity. It could be a school board, a government agency, or a multi-national conglomerate... XMPT works for all of them.

    Within an organization, you can create certs for your suppliers, collect certs from your customers... or both.

    The second entry is for the legal entity name. This is the more formal name that will be used on documentation, and match the legal name of the group.

    To add a new TIN, press the purple + Add button on the top left of the panel. As you can see in the picture below, you can select either Federal or State level TINs. At the state level, there are several options for the type of identification number being entered.

    To add reasons, press the + Add button on the top right, select the appropriate reason from the dropdown, and save the additional reason to the profile.

    Being digital, XMPT can automate the process of requesting renewals. Once Organization Details is selected on the left navigation pane, use the sub-navigation located below the organization name to reach the renewal page.

    To create an automated reminder, press the + Add Notification button.

    Once the popup screen appears, enter the number of days before the expiration you'd like a reminder sent to the email associated with the expiring cert.

The cert is being accepted by the seller in "good faith", and that faith is based in part on the legally binding confirmation statement on this page.

    Reissue the Cert

    Maybe the most efficient element of being a digital cert platform is the ability to reissue expiring certs with the click of a button.

    If none of the details related to the cert have changed (the buyer, the seller, the reason for the exemption, etc.), and the only issue is that the existing cert has or will expire, the system will reissue the cert and reset the expiration.

    For single use certificates, reissuing the prior cert will result in another single use document. To change from single-use to blanket (or vice-versa), the buyer must create a new exemption certificate.

    If any of the parameters have changed, including the possibility of an updated form issued by the tax jurisdiction(s) covered by the cert, the buyer will need to issue a new certificate by following the standard cert creation processes.

    On occasion, users encounter an error message that looks something like this:

    When this happens, it is most likely due to there being no valid reason for the certificate being requested. If you believe this is a mistake, it's important that you ensure that your organizational profile includes:

    • The appropriate reason you're create the exemption
    • The organization has documented nexus in the state you're attempting to create the certificate in, either physical (with a location listed in XMPT), or economic nexus, when a TIN is present in XMPT and there is no physical address in that jurisdiction.

    In recent years, there has been a growing trend toward states issuing an exemption document that can be copied and shared with sellers. The availability and utilization of these documents varies from state to state.

    When you have been issued an exemption certificate from a state, it can be uploaded to XMPT and forwarded to sellers, regardless of their utilization of the XMPT platform.

    There are numerous benefits that come from using XMPT to deliver state issued certs. Beyond the efficiency of digitally delivering the documents, using XMPT to deliver state-issued certs provides irrefutable evidence to auditors as to the date, reason, and counter-party of all exempt transactions.

    To deliver a state-issued cert to a seller, begin as you would for any cert by pressing the Deliver Cert button in the header bar. From there, select the location (which needs to from the state that issued the cert) and the seller to whom you're presenting the document.

    When you arrive at the Qualifer page, select the option related to forwarding a state-issued cert.

    Once you've selected that, you'll proceed to a draft summary of the certificate, which you can review and approve.

    Regardless of the method used to create and deliver the cert, all certs within the system can be viewed by pressing "Certs Received" on the left navigation.

    When buyers create certs using the XMPT platform, those certs are automatically delivered to the Seller. If the Seller is using an integrated tax engine, the cert will be applied, and the appropriate reduction in taxes applied to the appropriate transaction(s).

    If buyers suggest that they have delivered a cert to you from within the platform and you do not see it in your "Certs Received", you should ask the buyer to email you a copy of the cert. Upon receipt, you should confirm:

    • The legal entity they used as the seller correct?
    • Is the address they used for the seller correct?
    • Is the date of the cert recent?

    Certs that have been delivered using the system do not have an up arrow icon next to the Buyer on the Certs Received summary. For the picture below, the second, fourth, and fifth certs listed (for New York and Massachusetts) were generated using

    For those states that do not specify the expiration, our system attaches a 48-month expiration from the date of creation (the valid from date). The system separates exemption certs into two groups for expiration management: resale and other.

    Overriding Certificate Expirations

    The process for revising the expiration date varies depending on how the cert was created and added to XMPT. When certs are uploaded to the system by the seller, the seller can override the system suggestion and enter any expiration date during the upload process, or by editing the

    When you select "Certs Received" on the left navigation pane, a listing of certs will appear in the main body of the browser. When that appears, the sub-menu under the page heading displays the following status groupings:

    • All: every cert, regardless of status appears on the list
    • Approved: certs that are currently entitled to a tax reduction
    • Pending: certs awaiting final approval
    • Rejected: certs that the seller will not accept
    • Expired: certs that have passed their expiration date

    For most tax engine integrations, the creation of a cert automatically generates a tax exemption rule that includes:

    • A way to identify the buyer in the tax calculation process
    • The jurisdiction(s) to which the cert applies
    • The reason for the exemption
    • The type of tax(es) covered by the exemption
    • A start date - when the certificate should be applied to transactions
    • An expiration date - when the cert should no longer be applied

    Exemption certificates generated using XMPT are not only delivered utilizing rules that are more accurate, but also require significantly less effort to create and manage. The automated system ensures that the certificates are the current version that comply with current tax regulations, reducing the chance of errors and simplifying the entire process.

    That said, in certain cases, an existing physical copy of an exemption certificate must be uploaded to the system to ensure it is correctly applied to the tax calculation. To do this, sellers need to utilize the cert upload form detailed on the next page.

    To access this form, users need to navigate to the "Certs Received" tab on the left navigation. Once selected, the page will display an Upload Certs button on the top right corner below the header.

    Whilst it is highly recommended for reporting simplicity that the same legal entity name be used for all certificates from the same company, it should be noted that the only way to ensure the exact replication of data elements in the cert is to accept only certs created within the platform.

    When all of the data is entered, press `Save to load the form to XMPT.

    Once saved, you will be returned to the Certificates received page, where you will see the new uploaded cert identified with the up arrow, awaiting review.

    Once a cert has been received, it should be reviewed and either approved or rejected. The cert will remain in the pending status until it is changed.

    System generated cert data can not be edited, however recipients can adjust the effective and expiration dates, add a customer number (if appropriate), and make comments that will remain with the certificate record. To finalize the change, the reviewer must press the Save Changes button on the editing pop-up.

    If there are errors on the form, it should be rejected and replaced by another form with corrected information.
